No arrest still after fatal hit-and-run


This week marks two months since a hit-and-run in downtown Rutland killed a pedestrian and police say there have still been no arrests or charges filed in the case, despite an alleged confession by a Proctor man that he was behind the wheel of the vehicle.

"We're kind of in a holding pattern waiting on a couple of things," Rutland City Police Detective Sgt. Kevin Stevens said Friday of the status of the investigation.

Asked what those items are police are "waiting" on, Stevens replied, "That's something we're not going to comment on."

"Believe me, we're working on it, we're just not going to talk about it all in the paper," the detective sergeant said. "I would like to see something happen soon here, but that's still to be decided … Hopefully, we'll have a resolution soon."

Authorities have said in prior interviews they were waiting for the results of laboratory tests on evidence gathered from a seized Jeep Wrangler, which they say was the vehicle that struck and killed Stewart Dickson on the night of April 26 as he walked downtown.

In addition, police have said they are working to determine if the driver of the vehicle intentionally struck Dickson.

According to court records filed last month in the case in support of a warrant to search the Jeep, Bryant M. Garrow, 20, of Proctor, told police he was the driver of the Jeep that struck and killed Dickson.

He said it was an accident. Initially, police said, he had denied he was the driver of the vehicle.

However, a witness also told police she saw Garrow's brother, Reid, 21, behind the wheel of the vehicle moments before it struck and killed Dickson.



I think that the person responsible for the hit and run should be put in jail or taken care of in some way. I don't understand why it's taking the police and the court over 2 months to do something about him. To me, he seems like a danger to society, whether the accident was intentional or not, if they don't do something about this guy soon, something similar might happen again.

The second assignment is to choose 3 numbers between 1-62, then 3 numbers between 63-150 and 3 numbers between 150-223. Once you have the numbers chosen go to pages 52-54 in the your car is a monster book and find what risks are associated with your numbers. Post these 9 risks and describe your thoughts on whether a crash could occur while driving with these 9 risks. Could any of these risks been eliminated or minimized to avoid a collision?

I chose the numbers 5, 13, 20 - 84, 104, 116 - 167, 199, 222

5. Seat not adjusted properly - I don't know if a crash could occur, unless you couldn't reach the brake pedal, but it's not a good idea if you're maybe you're too close the steering wheel and got into a crash and hit the steering wheel.

13. Broken steering system - That could definitely result in a crash because you probably couldn't avoid hitting or getting hit from something as easily as if you actually had steering.
20. Flat tire - A flat tire could easily send you off the road because the car would be unbalanced, resulting in a crash.

84. Thinking about vacation plans - You could get easily distracted by daydreaming of your vacation plans and not realize you're going to fast or slow, going to hit someone, run a redlight or stop sign, etc.

104. Reading a map - The map could get in the way of your sight so maybe you could hit another car or you'd get confused or more interested in the map and forget you were driving.

116. Late for an appointment - If you're late you could be rushing yourself while you're driving, maybe causing you to be competitive or aggressive while driving also causing an accident.

167. No painted lane lines - Without lines you don't know exactly where you should be on the road, and it's possible that another oncoming car on the road doesn't know their place on the road either and the two cars could collide.

199. Car backing out of parking space - An oncoming car may not see or be paying attention to the car backing out, for example, maybe they saw lights but didn't realize they were white lights instead of brake lights, and the car backing out didn't see the oncoming car and there could be a crash.

222. Skateboarder falls on the side of the road - A car in front of you might suddenly stop for them and you maybe weren't given enough warning and rear-end the car in front of you. Also if you don't stop for the person, you'd have to avoid hitting them and also avoid hitting other oncoming traffic if there is any.
